The engine behind the District is its committed board members. They volunteer their time and energy to advocate, make decisions and steer the region into an optimistic future. Board Meetings are held every third Wednesday of every month.

She worked for 16 years for a real estate company that Greystar acquired two years ago. One of her first jobs, at age 15, was as a lifeguard. Eventually she started a lifeguard company. She learned from a fellow lifeguard about a property leasing job. She applied and got the job, thus launching what became her longtime career.
The apartment complex in the management district is comprised of almost 600 units, equaling the size of a small town, she points out. She said she enjoys being a voice for such a community.
That role led her to become involved as a district board member. She is especially interested in the district’s projects that enhance public safety.
Greystar owns properties in North America, South America, Asia and Europe. It calls itself a fully integrated real estate company offering expertise in investment management, development, and management of rental housing properties globally,” with a unique business model “in its ability to own, operate, and develop multifamily, student, and senior housing across the globe.”

Now he is involved in real estate syndication: finding properties for sale as well as finding investors to be part of the acquisitions. Then he manages the properties for the new owners. In fact, he manages such an apartment complex in the Hobby District.
He first became aware of the District’s work when the owners qualified for a District grant to install security upgrades, façade improvements and landscaping at the complex.
With two university engineering degrees and a master’s degree in business administration, he said he is trained to ask the right questions about financing projects, such as those the District may want to undertake.
Andrew considers Hobby Airport to be a key District asset that gives the board a special distinction and responsibility: “Our airport gives us a lot of incoming and outgoing traffic, people coming here for business. We have an opportunity to help people feel safe when they’re coming into and out of town and give a good impression of Houston. That’s unique to the Hobby District.”
Darryl Bailey

Darryl Bailey is a psychotherapist who specializes primarily in the field of marriage and family counseling. He began his counseling career as a substance abuse counseling for the Texas Department of Corrections in 1982. He has since obtained a host of licenses and certifications in the counseling field in what now has spanned a more than 35 year career in the counseling field. He presently owns his own business called Kingdom Counseling Services. He splits his time between his own business and working in Clinical Case Management with Harris Health System for the past 18 years. Darryl works in the Neuro-Psychiatric Center at Harris Health System where he sees a variety of patients with a multiplicity of different mental and emotional disorders. Darryl is also heavily involved in his local community. In the past Darryl has severed as President of the Meadowbrook Freeway Civic Club; three years running. He presently proudly services on the Board of the Hobby Area Management District which supplements city services on the local level. Dating back to May of 2001 he and his wife Archie carved out time to launched Kingdom Counseling Services where they co-labor in providing Christ centered, biblically based counseling for those looking for spiritual solutions to life’s inevitable problems (John 16:33). Darryl and Archie have been married for over 36 years. The couple has two adult sons Jeremiah and Gabriel. Darryl’s sons are a source of hope and inspiration for a legacy of Christian living and community service. Should the Lord tarry Darryl sees in his sons hope for generations to come. The couple has been blessed to two grandsons with dreams of having more.

Operations Director
Powell Electrical Systems, Inc.

Chris has been a member of the Powel family for over two decades and currently serves as the Operations Director for the flagship division of Powell Electrical Systems, Inc. located within the Hobby Area Management District. Chris leads an Operations Team of over 300 members across multiple departments that strive to provide best in class worker safety while delivering quality products on time for Powell’s customers. Powell has customers from all over the country and world on site within the HAD every week approving designs and participating in factory acceptance testing of completed equipment. Chris’s Team is instrumental to Powell’s success in delivering over $200M in products annually.
Powell has two locations within the borders of the Hobby Area Management District that employee more than 1000 people. It is the second largest employer within the HAD after Hobby Airport. Powell is a company that has over seven decades of experience in the development, design, manufacture, and servicing of custom engineered equipment and systems that distribute, control, and monitors the flow of electrical energy. This equipment provides protection to motors, transformers, and other electrically powered equipment servicing the Electric Utility, Petrochemical, Oil & Gas Refining, Terminals, Pulp & Paper, Metals & Mining, and Traction Power Markets.
Monica Horvath

Monica Horvath has 19 years of experience as an aviation industry professional. She now serves as manager of landside operations at Hobby Airport. That means overseeing physical properties such as roadways and on-site parking garages.
She’s a Southern California native who’s lived in Houston with her husband since 2014. She earned a bachelor’s degree in business management.
Before her board appointment, Horvath served on the District’s economic development and public safety committees for a year. Other Houston airport executives have served on the District board; Horvath is proud to take her turn at a time of growth at Hobby Airport. In 2023, Houston airports reached a record number of passengers. Bush Intercontinental Airport and Hobby Airport saw 60.1 million passengers.
Horvath is excited to revive and revitalize community engagement activities and programs at the airport. This includes Hobby Fest, a typically annual event held on the Hobby Airport grounds in past years, featuring free food, games, music, and aviation exhibits and activities.

Chris is the General Manager for the DoubleTree by Hilton Houston Hobby Airport, which is owned and operated by 1859 Historic Hotels, Ltd.
The DoubleTree by Hilton Houston Hobby Airport is the closest full service hotel to William P. Hobby Airport (HOU) with 303 guest rooms and suites, over 18,000 square feet of meeting space, restaurants, bars, in-room dining and all of the expected full service amenities. Chris is responsible for 75+ team members and the budget that it takes to run a hotel of this caliber. This DoubleTree consistently ranks in the top 25% in service and customer satisfaction of all DoubleTree Hotels in the Americas and according to TripAdvisor, ranks in the top 10% of all hotels in Houston, Texas. The DoubleTree drives over 100,000 guests to the Hobby Area annually and has a significant economic impact for the area.
Prior to assuming the role of General Manager in February 2022, Chris had occupied the positions of Director of Sales, Director of Food & Beverage, and Director of Catering for the DoubleTree since he joined the team in 2006. In his thirty years in the hospitality industry, Chris has had a strong focus on the customer experience and culinary excellence.
