Toby Stephens is a community and economic development professional that has worked with several organizations and communities across the southern United States since 2000. He earned both his Master of Public Administration and his Bachelor of Science in Political Science from Southern Arkansas University, and is recognized as a certified economic developer (CEcD) from the International Economic Development Council, which he is an active member.
Stephens will join Houston’s Hobby Area Management District as the Director of Economic Development and Constituent Services on January 1, 2017. Prior to joining the Hobby District, Stephens was Economic Development Manager for the Greenspoint District; Chief Administrative Officer for the Delta Regional Authority in Mississippi; and, was Executive Director for both the North Webster Parish Industrial District in Louisiana and the Magnolia Economic Development Corporation in Arkansas. He also worked in Washington, D.C. as a Legislative Assistant to U.S. Representatives Mike Ross and John Salazar. Additionally, Stephens was an officer in the Arkansas National Guard.
Toby, his wife and their two children live in the Clear Lake area and attend St. Clare of Assisi Catholic Church, where Stephens is a member of the Knights of Columbus. Stephens currently serves on the Board and is Treasurer for the Bay Pointe Community Association.
